The meaning of the Red Case indicator

Here is the part of Essential CSM text. It says red indicator means blocked.
And blocked cases can have the following status:
・Blocked by customer
・Blocked internally (cause by an open case task, resolves when the case task closes)
・Blocked internally and by customer

Why not [blocked by consumer] in the list ? Could somebody tell me the reason?

I think this is just an oversight from SN. B2C or B2B2C came later with the "consumer" model and case action status wording hasn't been updated to reflect it.

Blocked by customer is also used when a case is blocked by a consumer
