User criteria stopped working

I have created one user criteria which was working fine yesterday but today it is not working. I have added the user criteria under not available for but still it stopped working.

Actually, it is catalog item. I have tried user criteria diagnostics over there as well it was showing cannot view till yesterday but now in the diagnostics as well it is showing can be view. Is there any configuration which we can do so criteria can be applied permanently
