Action in Flow is skipped

I am fairly new to Flow Designer as I build catalog items using Workflow. I have simple process that has the following steps.

Customer open request and a Catalog Task is Created and assigned to the Procurement team to Review and fulfill.
Once the 1st catalog task is completed, an approval should be triggered to the customer's manager.
Once the manager approves it, it will create a 2nd Catalog Task and assigned to the Desktop group.
If the Desktop team completes it, the flow is completed
However, if the Desktop team cancelled it, the flow is completed as incomplete the an email is triggered.

I was trying to create the flow but after I 1st catalog task was completed, the Ask Approval action was skipped. I followed all the conditions but it still still not being triggered. Anyone here can help me please?
