Add a pinned article/specific relevancy for search results

Hi,
We have a requirement where we need to enable pinning or prominently displaying parent articles at the top of search results, as a way for users to have an overall guide for specific business processes. The pinned articles, however, still need to abide by the search term.
i.e. Article 1, 2 and 3 are all pinned articles with their own specific scopes. If I search the term "1", assuming the article has that meta, Article 1 should show as the top result, alongside other articles with the term "1" even if they aren't pinned. Articles 2 and 3 should not show unless the search term is also included in their meta.
Is there a way for us to "pin" or to adjust relevancy per article so that we can have the pinned articles as the top result of a meta/search term?
