Add more stages in fulfillment steps

Hi,
 I created a Catalog Item in catalog builder , on fullfillment I add "Step based request fulfillment", I added a approval step   and I want to add more stages (ask for approval, approved).  

I created a copy of Step  based request fulfillment so I can edit it , but I dont know where to add the stages.
