Adding link in help or hover text in custom form

We have a requirement to add link in hover text/help text

Is that possible....

Hi, yes thats possible by adding html code in help text or in instructions field. In instructions field you can use insert link feature.

for example :

Particularly on the black box tool tip I don't think its possible. Even when I tried to move cursor on the black box, the tool tip disappears so putting a link over there might not help.

Not sure if adding field message will help your requirement as work around.

I don't think that is possible. Because the field label hint is a free text that will be shown when you hover your mouse on the field in the form.
