Additional Comments Not Visible on Incident Form for user with sn_incident_comments_write role

The role also has the sn_incident_read role so all of the fields are visible but for whatever reason the Additional Comments field just will not show up for this user to write to it. Is there an ACL that I am missing? I tried granting incident.comments explicit read access but it's still not showing up. Any guidance or assistance would be much appreciated.

Enable Debug Security, impersonate the user, and see which checks fail. Search the web page for 'RC = false'.

This is what was returned for the comments field. From that, I see that read is OK (at least it looks like that to me) I check the red marks and they have the role that's needed so I am not sure what's holding this up.
I just need the business stakeholder to be able to add additional comments to the form but that field just isn't there. I think I may put in a support ticket

This user has that role and that's why it's confusing me.
