Allow user to submit a record without login

I have a requirement wherein if the user record does not exist, we should provide a self-registration page to allow the user to submit a record with few fields. I know this is possible in Paris but any idea how can it be done in New York?

Any idea if the catalog item can be made public allowing the users to submit a record without login?
