Approval Workflow Configuration

I want to configure 2 level approval workflow on the control life cycle After the review state

Once the control is moved to review, state after the attestation, I want to configure a two level approval. So first approval should go to the control. Owner and second approval should go the entity Owner

is there any way that I can achieve this requirement with the help of approval

configuration, assignment configuration, and approval rule

I am aware of the steps of how I can achieve it with the help of flow designer. I just wanted to know a alternate method for this

Why an alternative to the flow designer? With Yokohama workflows are being deprecated, so why not use the flow designer? It's the ultimate tool for your requirement.

Workflows are going to be deprecated. Why not use flow designer? The goal is to create the approvals, right? Not to make it more complicated than necessary?
