In GRC Servicenow, Is it possible to assign multiple controls to one issue?

No. You cannot link an issue with multiple controls or risk records.

@Aaviii Yes, the relationship between Control/Risk and Issue is one-to-many.
if you open an issue record, there you'll see a reference field to link the control/risk record. So, you cannot attach multiple items there.
