ATF Error: Client request did not provide serialized form data

My ATF test step with Field Data Validation on "Requested For" field failed with message "Client request did not provide serialized form data". I am referencing the field data from "Create a user" step before that.
Not sure if this kb article explains the reason why it failed

In this case how do I test for the Requested For field?
