How can i create a single report :
total incidents logged for each priority & "Closed+Resolved" incident count for each priority in a particular time frame.

But how can i see the total no of incident created?

The total can't be shown, as these 2 different states and data will be 2 different columns I can say. if you are assuming the way we can show in excel sheet we can show as total that in not possible.
