Change Management - Standard Change Templates for Developers

Had a question come up that I’m hoping someone could help provide some insight on around Standard Changes in the Change Management module – we noticed the out of the box examples are primarily hardware/network related, but is anyone using this for Standard Development Changes?
If so, how do you police that Standard Development Changes actually are being adhered to? (as in what stops them from executing other standard procedures outside of their change template - for example, if I get elevated access to update a Transaction, what stops me from doing much more?)

The example you mentioned for me it is a Request not a standard change, generally we use std change for deployments like patch / reboot kind of stuff.
