To my understanding, this is based on text indexing and historical data (with some pattern matching).
Looking at the url of the labels, you could check the table behind it (type 'pick.LIST' in your navigation pane). Not sure if you can change anything, since it's system generated.

- Related list - Choice and add new suggestion
