Is it possible to see in a single report whether we have been closing more tickets than opening on a monthly basis over the last 12 months? We would like to compare the number of tickets that are opened in a single month vs the number of tickets that are closed in that same month for the last 12 months. We would like to have this report to see whether we would need to hire more people to deal with the tickets.

Have you looked into using Performance Analytics? You can get a trend report and compare your stats over time. See Performance Analytics and Reporting

It looks like what you need is a Line or any type of trend chart with multiple data sets to trend on. There is a "Multiple dataset" option in the drop down when you save a report. But looks like it's a premium feature.
Quoting from the pop up when I click on "Multiple dataset"...
"Premium Performance Analytics feature
Creating reports with multiple data sets is not available. You will be able to create reports with multiple data sets once you upgrade to the premium version of Performance Analytics. Please contact your ServiceNow sales representative for more information."
How are the users seeing the reports? What about creating 2 trend reports and place them side by side on a dashboard?

We originally created 2 trend reports and placed them side by side. The problem here was that the x-axes did not scale the same. We had one axis scaling until 400 and the other until 500. As far as we found, there is no way to change the axis scale to be between 0 and 600 for example?
