configure a approval workflow called Knowledge Publish Approval workflow for publishing article

 Approval Workflow "Knowledge Publish Approval" is configured to get initiated when ever a requested to publish knowledge article is triggered for the "People Knowledge" Knowledge Base 

1. The article should be sent to the "People Knowledge Approver List" Knowledge group for approval.
2. If no action is take by the members of "People Knowledge Approver List" within 48 hours approval request to be sent to "People Knowledge Alternate Approver List" Knowledge group 
3. The article should only be published after approval is completed and Notifications should be sent to the relevant approvers at each stage of the Publish article process.

What did you already do yourself? There is an OOB workflow you can copy and apply your own logic to. 

On the other hand: workflow is being deprecated, so why not use flow designer? 

What is it that isn't working for you? Both flow and workflow have actions that can do just what you are asking.

Not sure where you are stuck, assuming you are not just entering a requirement here to get people to do your work for you.

I am creating these workflow for the knowledge base. Due to this only workflows are allowed in the publish workflow and The approvals are triggering for the first group but after specified timing (in my case 48 hrs) approval should gone to Second group if status of approval is still requested so that condition or if block is not working .Because of these it is not triggering the approval to second group even after no action takes place .
