Conflicting submit button

Hi, I am having some issues with the submit button showing.

When I search the fault on it@lbgdev the submit button is missing from the form

But when I select try it from the dev instance, the submit function is showing and allows me to create an incident

Any thoughts why? As I need it to show from it@lbgdev

Is it possible that the user you are logged in as has the snc_read_only role in production?
