Create HR Criteria for allowing only certain groups members to have access to an HR Service.

I have a requirement to restrict HR Case creation access for a specific HR Service to certain users/groups.

For example, when an HR Agent opens the HR Agent Workspace and clicks New to create a case, there is an HR Service dropdown. The "XYZ" HR Service option should be visible only to users belonging to a specific group, while it should be hidden from all other users.

How can this be achieved using HR Criteria?

Is it feasible and considered a good practice to configure the HR Criteria condition based on the Group or Group Members table? If so, which approach would be recommended?
