You are giving your own answer. You need to create an inbound action/inbound email flow that triggers when an email coming from that address is created in your instance.
What's the question?

Hello,
It is probably probably possible using a flow with an inbound email trigger
Then can set in "email condition" something like recipient is example@gmail.com or testing@gmail.com and to is dev@gmail.com
And then in the flow you creat an incident with the create record action.

And please, if you decide to ask the same question again, because the answers didn't work for you on the first time, close that first question: https://www.servicenow.com/community/developer-forum/create-inbound-action-triggers-an-incident-ever...
And also mention in your 2nd one what answer(s) were already given.
