Need help on creating a new icon or replacing link with the below OOTB icons in the Unified Navigation Header or Side bar icons of the Service Operations Workspace.

I doubt we can change this and it will be change globally.

Where exactly do we need to change, I am not getting. We need to place a URL at the back of the icon and use that functionality.

That is my point, you need to explore the menu/ form / fields and see ia anywhere we have option to change the image.

I am again saying its tough we can change, but you can explore this form.
