Custom Date Picker or modify existing functionality

I'm curious and have been asked if it is possible to update the functionality of the OOB Date Picker widget so that the TIME listed when you open the widget does not auto-populate with the current TIME and is Required before you close it.

This would only be relevant  when the field is a Date/Time and not just a Date.

I've tried combing through the community posts and could not easily locate an answer or link to a custom widget.

That is what i thought.  Not sure if I want to open that can of worms.  But i see what can be done.
