Difference between "knowledge_admin" and "knowledge_manager".

I would like to know the specific difference between "knowledge_admin" and "knowledge_manager".

I think their privilege differs like below, but is it correct?

- User with "knowledge_admin" role: Can approve all the KB articles.

- User with "knowledge_manager" role: Can approve KB articles only which belong to the Knowledge Base whose "Manager" field is that corresponding user. 

Of course I checked the docs, but the statement is so unclear that I couldn't understand the difference.. Please give me some information about it.

knowledge_manager -- Can administer knowledge bases and request new knowledge bases for the knowledge_admin to approve
