The attachment or the inline visualization is kind of the whole point of the scheduled report functionality. Use a scheduled job, flow etc to trigger notifications with links.
What is the use case for scheduling emails to tell users to login and view a certain report at a certain time?

Thanks for prompt response. I don't have access to Scheduled job as I'm not an admin.
Can you please advise what role/group i need to be part of to get this access? Also, with All -- Scheduled Reports can't we achieve my requirement?

Don't think you have any options as non-admin. The url to a report is static so you can use any method of automated emails outside of servicenow. You most likely have a microsoft 365 enterprise license that includes power automate for example

Scheduled reports are meant to have the file so that users who receive can directly download and access and view the data.
You might have to handle this with customization
Instead train your users about OOTB feature and reduce technical debt.
