Disable Create Change on walkup interaction

Good morning,

I have a requirement to remove the the ability to create a change from a walkup interaction.  I found a ui action "Create Standard Change" on the interaction table.  I deactivated it but that didnt remove the option to submit a change.  Can someone tell me how t remove this?
