'Discuss' button is showing only for few modules in a single scoped application

Discuss' button is showing only for few modules in a single scoped application and also if i initiate the discussion for one particular incident, not seeing the button for other incidents ?  Is it status specific ?

No customizations are done

Appreciate the Help!

As per my knowledge it is not status specific. Try cache.do and clear browser history.

 

Also is this issue with limited users?
