nope, nothing related to license.

Here ServiceNow is the consumer and you are configuring 3rd party OAuth details using which you will consume their endpoint

No , You can freely add OAuth records under Application Registry.

However, using OAuth to set up communication to send data to other systems might generate costs depending on your setup and your current licensing.
