Edit compose section in workspace

Hi Team,

                   I have been trying to edit the current configuration of workspace. Currently when incident is closed the email option in workspace is visible. how can i make it visible only when state is onhold and onhold reason is awaiting vendor? attaching screenshot for your reference.

and how can i edit to and cc in that email.

I checked in my PDI and can see the email even my incident in progress.

This is email client , so need to check there.
