Flow Variable not Taking Value assigned

I have Flow Variable that is assigned if a Country that is flagged is found in the request.  The default Value is "No", When a country is found it should be changed to "Yes".

It appears that the Flow Variable is not Accepting the new Value assigned.

Any Suggestions on how to fix?

Pulled If Statement that assigned Flow Variable out side of "Do the following in Parallel".  Then Flow Variable worked.
