For normal changes copy option is used Ci and effected ci's should be blank

copy option in change the Ci and effected ci's dhould not be copied . 

Please hlep with the possibilities.

Just to clarify you wish to not copy the CI and the affected CIs from a change request am I correct?

Yes CI and Impacted CI's should not get copied from original change when copy change option is used.

You can try this "Change properties" module in which you can select what will be copied from the original change record or change task

You can refer to the attached image
