Group Approval - How to send approval email to "Group email" and not members of group

Hello,
I have been chasing my tail a bit on this, and have spent many hours searching for any sort of solution.
We have a workflow configured that needs a Group Approval, but instead of pinging each member of that group we would like the approval email to be sent to a separate mailbox. When I initially created the group, there was a field for "Group email" and the hint/tooltip for it states: "By default the group email address overrides individual email addresses of members". Which gave me some hope that the approval email would be sent to that mailbox, instead of all of the group members. However, no matter what I have tried, it still wants to go to a group member, or skips the approval if I remove all members.
I have checked business rules, and even compared the "SNC - Create user approvals for group" rule to what is on the ServiceNow demo instance - everything matches up. There is another field in the group table called "Include members" and it is set to false (by default).
Maybe I am missing something, or perhaps that email "override" is referencing something completely different than approvals...?
Any ideas? Please let me know if you need any additional details.

Did anyone ever get the answer? Does the group email work for approval groups? Or just fulfillment groups?
