When the incident record is inserted,
how do I display an alert on the ServiceNow screen for a user who belongs to the group monitoring the incident?

If your fulfillers are already in Agent Workspace, you could set your notifications following steps on this documentation.
Set up a notification in workspace | ServiceNow Docs
If they are still using the navpage view, it would be best to notify them through connect chat if you want live notifications. You could set this up using Flow Designer.

Hi,
I would go along with Notification. It is possible to send notifications to Slack channels depending on assigned group.
https://slack.com/blog/productivity/servicenow-for-slack
Workspace notifications will also show up.
