How do I remove close note requirement on idea?

I have a requirement to remove close notes on an idea when it's moved to Complete. I'm looking for a business rule on the idea table, but can't find what I'm looking for. Could it be a UI Policy or Client Script?

Don't remove , better to hide or make it read only. You can use UI policy for this.

State= Complete

Action

Close Note  =  Read Only
