Hi Everyone,
I'm not sure what else to check to get state field to be editable or what I'm not checking. I've verified from the dictionary read only is unchecked, I checked for UI Policies, looked for client scripts and even added a create and write acl with no luck.

Thank you for the feedback, I was able to edit the field by selecting configure - form design and unchecked read only at state. I had forgotten read only can be selected there. Thanks

Please check Process flow , If state is dependent on the Process flow.
