How to add announcement

Does anyone know how to add a popup announcement for users similar to the one announcing the UI14 changes?

Depending on where/when you want it to display, you could create a client script with the message in an alert.

I don't want it to look like the javascript popup box. If you activate UI14 on an instance, you get a nicely formatted announcement box.
