Actually, in my change request Change Approver is a List collector. When I'm going to create template for change request, when selecting the "Change Approver" field it is showing only reference qualifier. But, how can I select multiple user here? Please let me know the possible solution here.

Here are the steps I did to produce this result.
Open an incident with a blank watch list.
Use the context menu and choose "Templates> Save as Template"
In the template form, select a the watch list field as a new field at the end.
Start typing a name of a user on the system (in my example, Fred Luddy. Type a comma.
Start typing another name (in my example, I typed David and let the auto complete find David Dan and David Loo.)
That's really all I did.
Thank you. I verified that you can start typing and it will act like the watch list with auto-complete/suggestions. Use commas to separate the names. See image below.
Note: Tested on Helsinki.
I just tested on a Fuji instance... It seems to be working as I expected.
