How to customize the default login page, or to check the login page.do

Anyone helps me to customize the login page.do, where i have to go to customize the login page like html, CSS
i want to change the background color need to customize the username and password elements, the default login page
i have attached screenshot, so is it possible to customize ?

please suggest me something.
