How to eliminate duplicate Task description using Flow Designer

A flow produces Demand Tasks (Child) and Demands (Parent). When the state is Closed Incomplete, a loop in the same flow recreates a Demand Task under the parent. The parent/Demand already has the Short Description for that new Demand Task. The initial job and subsequent tasks with the same name or short description are treated equally in the flow.

I require a flow that can recognize activities that are duplicates of their parent and mark them for rework.
