How to install Xplore tool

Can someone please help to understand how to install Xplore tool available here:

I downloaded xml file but not sure how to import it via update set. The screen asks for URL, username and password.

Hi TT,

Go to Retrieved Update Sets in the left nav, then click the Related Link at the bottom of the List to Import Update Set from XML.  Upload the XML you downloaded, then you'll see Xplore: Developer Toolkit - 4.8.1 in the list in the Loaded state.  Open the record then you can Preview Update Set, then Commit Update Set.
