how to restrcit Report dashboard edit and delete access based on group, owner and admin role

HI Team

 

how to Restrict edit access only for owner, admin, abc group as shown below.

and Actually Group managers will have report admin access, they can create their own report & edit

 Dashboard duplicate , delete dashboard option also should be restrict

and also as shown below need to restrict tab edition or deletion only for owner, admin, abc group as shown below.

If I am not wrong, you can make the Dashboard view only and then share it with anyone else. But the way you are looking for is not a possible case.
