In the related list a can see the "NEW" button always visible , how to restrict that to only for a particular group only.

Hi @VIKAS MISHRA ,
I still would recommend to utilize the ServiceNow UI and create a role and assign to the respective group. Hereafter you can utilized the feature that I send you before. Otherwise your looking at a scripted solution, but again, would always recommend to use the ServiceNow interface whenever it is possible.

create a role specific to this case and grant it to the group.
that should do the trick.
