How to send cab invites to assigned to on change request

Hello, Cab invites are supposed to be sent to assigned to on change request form automatically. But that feature was disabled in our instance long back and now we have the requirement to turn it on. Can not find the feature to turn it on. Please assist on how to send cab invites to assigned to on change request.
