How to send sms dynamically to assigned_to for incident table

Hi all I have done the twilio configuration but i did not received the sms dynamically i have received only my phone number but i have try to others number it will not send the sms

you said you have received the sms but it should work for other users also
So it means the other user is not subscribed to that service may be or that number is not SMS enabled.
Did you check that?
If you received it in your mobile it means integration is working
