How to stop account locking post clone

Whenever we clone Prod down to Test, all non-admin accounts get locked. I have an easy script to run to unlock specific accounts, but it'd be easier of I could just automate it.

Is there a system property I can use to have a set group of test users have their account remain unlocked after each clone? If not, how can I prevent the accounts from getting locked? How would I enter a scheduled job to perhaps look for a "no clone lock" checkbox on the user table?

Any good way to test this aside from re-cloning each time?

Any suggestions would be greatly appreciated.
