How to stop creating normal and standard changes during chnage callendar freeze period(Black out)?

My Customer want to stop the Creatin of Normal and standard changes during, Change Calendar freeze period(black out period), please help me in this.

OOTB there is no way to stop. We as users can raise a Change and in conflict detection, it will be captured and as a change manager need to see carefully and update to user.
You can educate user and change manager for same.
