My requirement is to hide the user1 from assigned to when selecting the assignment group while creating an incident ,but the user must be a member in the group.

This needs to be added as an advnaced reference qualifier to the assigned_to field, not assignment_group.

So you need the user to be a member of the group but you don't want them to be available for assignment?
What's the use case behind this? Why do you need the user to be a member of the group?

Hi David,
The user is already a member in many groups and managing many incidents.So, the user don't want to manage incident for a particular group but the user must be a member and just want to see the available incidents.

Do they need to be a member of the group in order to see their tickets? Surely they can just filter incidents to show those assigned to group xyz?

Yes,the user want to be a member but don't want any incident from that group.If anybody creating an incident for that group they should not be able to see that user.
