Inbound emails are coming in, although we have no corresponding inbound email actions active. Is this not a prerequisite that an active inbound email action is in place before a inbound email is processed?

Hi Peter,
As you've experienced, you can receive email without an inbound action to process them as these are two separate controls. The inbound email actions provide rules for the processing of the mail that has already come in. In case you're not familiar, Email Properties on the left nav controls whether outbound and/or inbound are enabled, and various related settings.

You can check the Email Logs. At the bottom of the Email that got processed, there should be the inbound action that processed it. So even though you deactivated a Inbound action, there could be other inbound action which may be processing it.
