I would like to create a real time report/dashboard of Incidents opened daily by shift: 7am-3pm, 3pm-11pm, 11pm to 7am. I do not see a filter condition under Opened By that allows me to set shifts. Any suggestions?

You can use the Trend as operator and add your shift timings. Create different reports for shift wise and add on same dashboard.
