Can you apply user critria at the individual artical level, when creating a new knowledge article?

yes you can define who can read and cannot read

Control access at the knowledge article level through user criteria

no, user ricteria is applied at the knowledge base (KB) level, not at the individual article level. However, you can use user criteria on a per-article basis by enabling the "Enable Role-based Read Security" option in the KB settings and using can read/can contribute fields on articles.
