Can you apply user critria at the individual artical level, when creating a new knowledge article?

yes you can define who can read and cannot read

Control access at the knowledge article level through user criteria

 Then how come it only says 'user criteria is applied at the knowledge base'.

Yes you can apply.

But the user first should have access to knowledge base that article resides in, then only article level criteria is applied.
