Making a UI Policy for List View - Is it possible???

I have been asked if it's possible to do a "UI Policy" type of thing on the list view of the incidents table.

What they would like is if someone closes the ticket force them to enter a close code and close note before it will close the ticket. 
Does anyone know if this is possible and if so how?

@Community Alums A UI Policy only runs at a form level. You can try creating a Data policy and enforce the mandatory fields.
